I. FORMATION OF IKOHI
IKOHI was set up on September 17, 1998 by the parents and surfaced victims of disappearances. Since then, IKOHI was assisted by KONTRAS, until October 2002 when finally IKOHI carried out it first congress to complete its organizational structure. Before that, in early 2002, the victims, relatives of victims of involuntary disappearances and KONTRAS carried out a series of meeting to assess and discuss the development of IKOHI and KONTRAS[1] works, especially in the campaign and empowerment of the victims and relatives of victims of enforced or involuntary disappearances.

The meetings summed up with some important points that indicate the need for the victims and relatives of victims assisted so far by KONTRAS to form their own organization. First is because the empowerment of the victims and relatives of victims have been the objectives of KONTRAS. The time for the victims to organize themselves has arrived. There have been human resources nationwide. Any question regarding the quality and capacity are matters to be addressed by the new victim based organization.

The second reason is that the mandate of KONTRAS has expanded not only to the advocate the cases of involuntary disappearances, but to many others cases of human rights violations. KONTRAS has won the trust from the people to channel their problem related to state violence and human rights violation.

Other consideration in setting up our own organization is in order to improve the participation and involvement of the victims and relatives of victims in the struggles for their own cause. We also see that non victims based organizations have limited mandate for making programs that address the real needs of the victims and the need to empower the victims to be socially, economically and politically independent.

Finally on October 11 to 14, 2002, with the support of KONTRAS and ELSAM, IKOHI carried out its first congress to discuss, formulate and approved its by-law, organizational structure, programs and other organizational requirements.

In the Congress, IKOHI decided its two priority of programs. They are (1) the empowerment of the social, economic, social and cultural potential of the members as well as mental and physical, and (2) the campaign for solving of the cases and preventing the cases from happening again. The solving of the cases means the reveal of the truth, the justice for the perpetrators, the reparation and rehabilitation of the victims and the guarantee that such gross violation of human right will never be repeated again in the future.

These programs of IKOHI arise from the condition that until justice is prevailed, reparation and rehabilitation is achieved, the victims will always be victimized. They will still be socially, economically, politically and culturally discriminated, isolated and marginalized. In such situation, the victims and relatives of victims can’t live normal life, let alone to actively participate in the struggle for truth and justice. Other factor is the nature of the present regimes that is lack of commitment, and even resistant to the people’s demand for solving the cases of human rights violation in the past, including the cases of enforced or involuntary disappearances.

Accordingly, efforts to empower and improve the predicate of victims and relatives of victims merely as “victims” to be the “survivors” are important. Only in such condition, they can involve and participate in normal life and express their social, economic, cultural and political aspirations. We believe that these are very important, otherwise the wall of impunity that is being maintained by the present military-heavy government will never be broken up, and we will pave the way for other dictatorial regime to win over the transitional period.


II. STRUCTURE OF IKOHI
a. Platform:
Organizing, strengthening and empowering the victims and relatives of victims as well as the resolution of the cases.

b. Vision:
Implementation of solidarity and justice for the victims and relatives of victims of human rights violation for the creation of a just and democratic society.

c. Mission:
· Strengthening the solidarity among the victims and relatives of victims of involuntary disappearances, as well as for becoming the means of sovereignty and struggle of the victims and relatives of victims in human rights promotion.
· Struggling for the solution of the cases of human rights violation, especially the cases of involuntary disappearances.
· Empowering the economic, social, political and cultural potential of the victims and relatives of victims.
· Struggling for the achievement of a just and democratic society.

d. Organizational Structure of IKOHI
· Highest Organ is the Congress; carried out once every three years. All members have rights to attend.
· Advisory Board, whose members are elected by the Congress. They are Asmara Nababan (former Secretary General of the Indonesian National Commission on Human Rights – KOMNAS HAM), Dr. Karlina Supelli (Voice of Concern Mothers - SIP), Firman Jaya Daeli (Parliament Members) and Mary Aileen D. Bacalso (the Secretary General of AFAD, ex-officio based in the Philippines).
